Generate the WH-347 Report — click the WH-347 button for the desired week and project, fill in the signatory details, and download the completed PDF.

How do I submit California eCPR XML exports through WH347.io?

To export California eCPR XML, you need to configure a few fields first. In Settings → Organization, enter your DIR Public Works Contractor Registration (PWCR) number, CSLB License number, and workers' compensation policy number and carrier name. In the Project settings, set the jurisdiction to California. Once these fields are filled in, the eCPR export button appears automatically on the Timecards page for each qualifying week. The generated XML file can be uploaded directly to the California DIR eCPR portal. This feature is available on the Pro plan.

What is AASHTOWare and how do I generate AASHTOWare Payroll XML?

AASHTOWare Project is the project management system used by dozens of state Departments of Transportation (DOTs) to manage federal-aid highway construction contracts. Many of those DOTs require contractors to submit certified payroll records as Payroll XML (PRL 1.2 format) directly through their AASHTOWare portal. To generate AASHTOWare XML in WH347.io, enter your AASHTOWare Vendor ID and Federal EIN in Settings → Organization, then set the Project jurisdiction to the applicable state. The export button appears on the Timecards page for qualifying weeks.

What day should I use as the week-ending date on the WH-347?

The week-ending date is typically Saturday. For example, a week running Monday March 23 through Sunday March 29 would use Saturday March 28 as the week-ending date. Some agencies use Sunday — check your contract documents if you're unsure.

The WH-347 only shows 8 rows. What do I do if I have more than 8 employees?

The official WH-347 form has space for 8 employees per page. If you have more than 8 workers in a given week, generate the report in multiple batches and submit multiple WH-347 forms for the same week and project with the same payroll number. This is a known limitation of the WH-347 form itself.

Gross pay equals total straight-time hours multiplied by the hourly base rate, plus total overtime hours multiplied by the hourly base rate multiplied by 1.5. The base rate comes from the classification assigned to that timecard. Fringe benefits are shown separately in column 6B and are not included in gross pay.

What is FICA and how do I enter it on a timecard?

FICA is the Federal Insurance Contributions Act tax (Social Security + Medicare). Enter it as a flat dollar amount per timecard — the amount actually withheld from the employee's paycheck for that week. As of 2026 the combined employee rate is 7.65% on covered wages. You calculate the amount; the app stores and displays it exactly as entered.

What is the difference between fringe benefits 'funded' and 'in lieu'?

Accepted Answer

'Funded' means the fringe benefit amount is paid to a bona fide benefit plan (such as a union health & welfare fund or pension). 'In lieu' means the equivalent cash amount is paid directly to the worker as part of their paycheck instead of going to a plan. Most Davis-Bacon contracts allow either method, but funded contributions must go to an approved plan to qualify.

My employee is a registered apprentice. What do I need to fill in?

Set their work status to 'RA' (or 'A') when creating or importing the employee. You'll also need to enter the apprenticeship program name, the registration type (OA or SAA), and the labor classification label. Always import in this order: 1. Employees, 2. Projects, 3. Classifications, 4. Timecards. The timecard import matches employees, projects, and classifications by name — if those records don't exist yet, the import will fail with 'not found' errors for each row.

How do I correct a timecard I already submitted?

Edit the timecard directly on the Timecards page using the edit button. After correcting the values, re-generate the WH-347 for that week. File the corrected report with the contracting agency using the same payroll number, noting that it is a correction.
